According to the Public Relations Office of Ghadir Investment Group**, a **Level 2 Passive Defense and HSE Drill** was conducted at **Tabriz Refinery** with the objective of enhancing preparedness, resilience, and coordination among responsible organizations. During the exercise, **Dr. Keshvari**, Deputy for Energy at the National Passive Defense Organization, emphasized that potential incidents and emerging threats are inevitable, describing the protection of the country's supply chain and critical infrastructure as a strategic necessity. He stated that, as adversaries continue to advance in emerging technologies and modern threats, Iran's critical infrastructure must maintain the highest level of preparedness and crisis response capability.
He further noted that planning and training for worst-case scenarios should remain a fundamental principle of infrastructure protection, enabling operational concerns and potential vulnerabilities to be identified and addressed through specialized drills before real-world incidents occur.
The exercise featured a **combined scenario based on emerging threats**, during which multi-layered incident command systems, operational coordination among participating organizations, and the rapid response capabilities of responsible agencies were tested under realistic field conditions. The performance of operational teams and the overall readiness of participating organizations were also evaluated by specialized assessment teams.

It represents a significant step toward improving the resilience of the country's critical infrastructure against potential threats and emergency situations.
